Jubrin’s recipe for honest budgeting is that the process must be grounded in “transparency and probity.”  To guarantee that no hanky-panky takes place, the most important reform “is to ensure that budget estimates and details are returned to the floor of the House at the same time for passage.”  That way there would be no room for fraudulent insertions by standing committee chairmen and the principal officers.
“It is such gap (between the return of the estimates and the details) that allowed Speaker Dogara, Lasun, Doguwa, Ofor and a few other committee chairmen to perpetuate such monumental fraud in the 2016 budget.”
Jibrin advocates openness in the House’s appropriation powers.  “The House must ensure that its budget is circulated to members and made public so that Nigerians can see the expenditure of lawmakers.  The running costs of members must be adjusted to a reasonable amount and made public but, most importantly, the administration of the running cost must not be exposed to abuses as presently obtained.  If these measures are carried out, we will not see such secrecy in running cost and monumental fraud in the management of the finances of the House.” The National Assembly would become transparent and efficient if it implements mechanisms that are compliant with the modern era.
“On the issue of lack of transparency in the affairs of the House, every member of the House of Representatives who loves this country must embrace the concept of open House.  If we must tell ourselves the truth, the House operates as if it has so much to hide.  And indeed it does have.”
“The House must move quickly to implement e-Parliament to include a very functional website that can help track members activities, sitting attendance, movement of bills and motions, voting pattern on issues.  There is also the need to activate the House intercom system so that our constituents can call a member straight on his office desk!  I am aware many NGOs have offered to build some of these platforms free of charge but the House has refused to accept.”  The House of Representatives should be proud to have produced Abdulmumin Jibrin.
Pity members can’t recognize a saviour when they see one.   Jubrin has left a mark in Nigerian history as a man of courage.  It is such a pity that rather than use him to reform the House, the House actually ejected him by slapping on him a year’s suspension

Jubrin remains a hero.  APC thinks they are smart.  We know where they are driving to.  Nigerians problems are not beyond redemption.  The real problem is bad leadership.  How on earth do they want to victimize him for saying the truth?  We are not happy.  All this is the reason we’ve been on the same spot for too long.  Nothing justifies truth like result.  With the result we have today, insincerity and betrayals; no serious investor can invest where there is policy inconsistency.  Business cannot succeed in a society that fails.  The time has come and we must harness the best of us irrespective of tribe, religion and party to make this country great again. Nigerians must speak up about the robbery going on in the National Assembly.  Imagine N8 billion spent on allowances in the House of Representatives alone, and they shamelessly suspended Jubril, I’m happy Jubril has headed to the courts.

I read through you write-up on “Why we must stand with Jubril (2) on Daily Sun on Thursday.  First of all, I salute you for willingly and readily indicating you stand for the truth, justice and fairness over the padding and associated issues in the House between Hon. Jubril and Speaker Dogara.  I pray that Nigerians should wake up and demand that Mr. Speaker should respect and honour himself to come out to defend himself over the accusations.  Do continue the efforts you have so far put up.
