Current revenue sharing formula illegal – Oshiomhole

From JOE EFFIONG, Uyo

Edo State Governor, Mr. Adams Oshiomhole, has described as illegal the current revenue sharing formula among the federating units in the country. Consequently, Oshiomhole has asked for immediate review of the formula to reflect the realities of the time and in consonance with the constitution if the states are expected to grow at their own pace. Speaking in Uyo at the golden jubilee lecture in honour of his Akwa Ibom State counterpart, Chief Godswill Akpabio, Oshiomhole said, “it is illegal since 1999, 13 years after, the revenue allocation formula has not been revisited.

We don’t need all the resources in Nigeria to revisit the revenue mobilisation formula and we must obey the constitution, which says that constitution must be revisited every five years. “It is actually illegal that since 1999 and it is now almost 13 years, in clear breach of the spirit and the letter of the constitution, the revenue allocation formula has not been revisited; it has to be done.”

The Edo governor also said there was need to remove such jargons like rotations, federal characters and other sentiments which the elite had beaten themselves with in an attempt to divert attention from most of the problems affecting the country.

“I have argued even last week that Nigeria cannot continue the way it has been. To service our diversity, we must revisit very quickly the revenue allocation formula. I think what Akpabio has done for the committee of governors is to make a bold statement and give the line to those who think governors are in the states to share and steal; let them come to Akwa Ibom State and they will change their minds.

“The truth is that even for the politics of national stability, we need to remove jargons like rotation, federal character and all those sentiments that the elite have beaten themselves with in our futile attempt to divert attention from our poverty of the brain, poverty of leadership, set brothers against brothers, Muslims against Christians because they have nothing else to fill their brains and to fire their imaginations.

“If we remove resources from Abuja and leave Abuja to maintain diplomats like the guest speaker today, maintain the Nigerian army to defend the territorial integrity of our great nation, evolve sensible, timely policies that ensure efficient customs that give effect to those policies, maintain diplomacy and provide all those things that untie us and challenge the state as the agent of development, the story of Nigeria would not be the same again. “The more resources we put in Abuja, the more the need to revisit how we manage our national resources, so that different parts of the country can develop at their own pace. Those who want to sleep can continue to sleep.

Whenever they wake up will be their morning.” The chairman of the occasion, Justice Alfa Belgore (rtd), on his part said if Nigeria should break it would be the end of the black man in the world. “Nigeria is such a great country but we don’t realise it. If the turbulence that has affected us in the recent past had affected other countries it would have torn them apart. If Nigeria should break, it will be the end of the black man in the world. Nigeria should not be allowed to collapse,” Belgore said.

The Ooni of Ife, Oba Okunade Sijuade, who was the royal father of the day, commended Akpabio for his development stride in the state. The Ife monarch urged governors to emulate Akpabio’s approach to development and transform their states.

“We are celebrating success of Godswill Akpabio. We are saying government is not moving but Akwa Ibom State is moving. People will say he has been given so much money; he can pocket it without doing anything,” he said. The guest lecturer on the occasion, the Nigerian Ambassador to Canada, Ojo Maduekwe, said the uncommon transformation in Akwa Ibom under Akpabio was not occurring in vacuum. The ambassador reasoned that every great act of leadership involved clarity of mission and the necessary energy and passion to drive the mission. “That of Akwa Ibom has not been an exception.

In pursuit of the agenda for transformation of the state, Akpabio has placed great premium on human capacity development. Based on that, he has invested heavily in education. “The matrix of free education, massive infrastructure development and targeted spending on security, have all converged to make Akwa Ibom one of Nigeria’s best destinations for investment,” he said.

Other dignitaries in attendance were Governors of Ondo State, Olusegun Mimiko; Gombe State, Alh. Ibrahim Dankwambo; former minister of information and communications, Prof. Dora Akunyili; former Senate president, Ken Nnamani; all former military administrators of Akwa Ibom State; captains of industries; actors and actresses, among others.

In as much as we are here to commend Gov. Akpabio and agree in clear term with his diversified positive development and achievement, we are open to condemn the assertion and idiotic belief of Alfa Belgore by thinking and saying that, “if Nigeria break, that it will be the end of black race”. Belgore is wrong and his reasoning is filled with negative perception about the global status and stature of Nigeria as a single entity. Contineous United Nigeria has done the black race a great irredeemable damage and consequencial set-back. United Nigeria is mere theoritical pen and paper, but has practically failed Nigerians and black nations for over 52 years now. Is clear to every good and sounded minds of black race that Nigeria not one and as such cannot have common progressive and developmental force to forge ahead.
Look at where we are today. In 1970s, we are with China, Malasia, Singapo, Indian, Brazil etc and we are far more better than Ghana, South Africa, Angola etc. One Nigeria has made Igbos, Yorubas, few Middle Beltans and each and every tribes in South South region to be slaves in Europe, America, now we have started being servants to ordinally Asia continents masters that rate us high before 1914 amalgamation. Travel to all this countries and weep for one Nigeria. Our image is gone long time ago. We falsely and wrongly claim what we are not in black man race. We called ourselves Giant of Africa and our fellow black people laugh at us.
One Nigeria without one mind, one love, one equity and justice front. One Nigeria with hundreds of hatred. One Nigeria in theory without one single practical sign of one Nigeria. One Nigeria that swim in unnecessary tribal war withour recourse to common dev goal and objective. One Nigeria where other Nigerians kill other Nigerians. One Nigeria where property of other Nigerians are taken away bcos he’s the other Nigerian.
I expect Belgore to be truthful to Nigeria. This is the country that cannot be shaped since 1914 and worst after 1960 independence.

  4. YES ONE NIGERIA INDEED, YET NORTH IS SCIMMING TO CAPTURE POWER IN 2015 AT ALL COST AND SOUTH IS SAYING NO WAY, ONE NIGERIA INDEED YET FUNDAMENTALISTS IN THE NORTH WANT EVERY ONE TO BE FORCED INTO ACCEPTING ISLAM WHILE THEIR LEADERS SAYS NOTHING. ONE NIGERIA IS GOOD BUT NOT A FORCED ONE, BUT ONE THAT IS NEGOTIATED AND IMPLIMENTED.

  5. If de only thing that will guarantte my children future is for nigeria to break up, so be it. What is de benefit of a big head that is useless. I will rather have a small head that can reason well than for a big for nothing one. We all know that one day it is gooing to happen in this useless country if all these midocals who call themselves our leaders are not side track. De only thing that will prevent Nigeria from breaking is if we go back to de system of govt our founding fathers asked for, which is regional govt. Whatever u have in ur region tap it n use de proceds to develop n empower ur people both educationally n commercially. Then u pay taxes to de federal govt for it’s up keep. Why must a federal govt who does not own a land has to take on itself de responsibility of constructing n building of roads, why must she import fertlizers for farmers? All these jobs is not de job of federal govt. These are jobs meant to be pperform by individual region. But cos of corruption that is why de federal govt has allocated these jobs to herself. De only thing that will prevent this country from breraking up is to go regional n it’s de only solution that. Help to develop this nation. We all remember what happen in de 50s n 60s in de old western region. De rest they say is history.

  7. Alfa Belgore no doubt belongs to the elite class that has destroyed the Nigeria nation by one way or the other either by perverting rulings in the course of dispensing judgments in favour of his cliques. If Nigeria breaks so the entire black race will end up is clearly an over statement judging from black countries like South Africa, Ghana,Boswana and good number of them that have already made a meaningful marks on earth.
Belgore is among those corrupt judges that ruined Nigeria judicial systems and he is still bent down to destroy public sensitivity, evil man. Akpabio, no doubt is a good modern day administrator in Nigeria, evil men like Alfa Belgore should stay clear from him, else he maybe contaminated.

  8. Samuel Olufunmilade on

For the very first time, every respondent on this fora spoke with one; sincere, truthful and positive voice devoid of negative sentiment, whao! I foresee a brighter future for every Nigeria if we continue this way and shall soon overrun the charlatans and demagogues we have for ourselves as leaders.

GOD BLESS THE SINCERE & FAITHFUL NIGERIANS, ONLY.

  9. Elendu S I David on

Alfa Belgore has talked again without thinking first. If we think that nigeria is a country or her people are united then we are deceiving our selves. Problem masses of the so-called nigeria are having today is people like Alfa Belgore who are not truthful to themselves. “…if nigeria should break it would be the end of black man in the world…” this is nonsense talk. Ghana our neighbour are far better than nigeria but you will never hear them boast over gross lies. I’m sorry for nigeria.

  10. Those northern military guys that restructured Nigeria politically and stamped a unitary government on us thought differently. They believed that Uyo can not be allowed to develop faster than Katsina, that Yenagoa must not be allowed to develop faster than Birnin Kebbi, even though Uyo and Yenagoa’s immediate environment produces much of the oil revenues.

  11. I disagree totally with the views raised in this article. The only performing govonor is the one that publishes the allocation and IGR cum expenditure of his state in media. Stop this quest for 2013 brohaha. We are not fools ok.
